The order number needed to apply for a right-of-occupancy apartment (ASO) must have been applied for in the municipality or application area where the desired apartment is located. From September 2023, the number will be applied for from ARA.

You can apply for ASO apartments until the end of 2023 with the serial numbers received from the municipalities. From the beginning of 2024, only sequence numbers obtained from ARA will be used.
The application for right-of-occupancy apartments is being reformed so that the system better serves those in real housing need. The reform simplifies and speeds up the application process.

- Applying for a right-of-occupancy apartment, which was perceived as complicated, becomes simpler. After the reform, the serial number needed to apply for an apartment can be obtained from ARA, regardless of where in Finland you apply for an apartment, the chief inspector Anne Salin About ARA.
The new serial numbers are valid for two years, and one person can have only one ARA number at the same time, which costs 9,20 euros. A new serial number can be applied for, even if the applicant already has an unused number issued by the municipality. In September-December 2023, the applicant can therefore have both numbers available.

You always need a serial number to apply for a right-of-occupancy apartment

Right-of-occupancy apartments are sought from the communities that offer them. The order number must be obtained before applying for housing, as the number is asked for in the application.
If more than one person applies for the same apartment, the apartment will be given to the applicant with the lowest serial number.
A sequence number is not needed if the resident of the right-of-occupancy apartment changes apartments with another resident or moves to an apartment in the same location.
Handing over or renting is also possible
- The right-of-occupancy apartment can be handed over to a family member after two years of living there. For example, parents can hand over the apartment to their adult child, Salin says.
If the resident of the right-of-occupancy apartment temporarily moves to another location, there is no need to give up the ASO apartment. The apartment can be rented for a valid reason for two years, but it cannot be used for temporary accommodation, such as an Airbnb apartment.
