

A permit is required for digging, placing structures and equipment, and organizing traffic in Imatra's streets and parks.
Permits are applied for electronically through the Lupapiste:
Placing a permanent pipe, wire, cable or other device, structure, etc. on or above or below a street or other public area requires an agreement with the city of Imatra. The contract must be applied for well in advance of the intended start of the work. The investment agreement is applied for through the Lupapiste.fi service. After the investment permit is granted, the person performing the work must also apply for a street permit.
The plan map required as an annex to the agreement must be based on an up-to-date base map. The map must clearly show what will be built and where it will be built. The tasks of the applicant for the placement agreement include survey work related to the location of the cable, device or structure, such as e.g. land ownership, planning situation, finding out management information and trees. The need to remove valuable plants must be reported by ticking the landscape work permit section in the application and indicating the plants in e.g. the map appendix.
The investment contract is free of charge.
The person responsible for the work must apply for a street permit before starting work on the street or other public area. Responsible for the work means the person on whose behalf the work is being done (=builder). The application for a street permit can be made by the contractor they use with a power of attorney, which does not, however, transfer the responsibilities referred to in the law. The application must be made in the Lupapiste.fi service no later than 3 weeks (21 days) before the start of work. The application for leakage etc. emergency work must be submitted no later than the next business day. The city of Imatra issues a street permit as a sign of processing, which gives instructions on how to carry out the work.
The work can be started as soon as the street permit has been granted and the regional supervisor has been notified of the start of the work.

If the extent of the area needed for the work differs from that stated, the supervisor must be notified immediately. Deliberate or negligent failure to report is a punishable act, for which the person responsible for the work can be sentenced to a fine.
Street permit is chargeable
The municipality has the right - and according to § 14 b of the Sanitation Act - to collect a fee for the costs incurred for the inspection of notices and supervision of work on street and other public areas. Likewise, the municipality may charge a reasonable fee for temporarily demarcating the street and public area from public use to a construction site. The inspection and supervision fee for the notification is fixed. The fee for using the area is determined based on the duration of the work and the extent of the area.

The charging of the area rental fee starts when the area is taken out of general use. The charge ends when the work is finished, a written notification of its completion has been submitted to the Permit Center and the area has been received with approval.
Several small, similar repair or modification works (e.g. replacement of covers or valves) can be combined in the same notification. All works must be identified in the notice and must be carried out continuously in the same district.
