Imatra plans to sell nine social security properties to Attendo

Imatra's city government proposes to the council that the group sells nine social security properties to Attendo Oy. The deal includes healthcare and care properties: Honkaharju, Kukkurila, Villa Vanamo, Loiste of Immola, Vuoksela, Tikanpesä, Paajala dormitory, Sinkki and Leppärousku.

The purpose of the deal is to improve Imatra's competitiveness in terms of social and health services and housing services for special groups.

― These are buildings whose use is not under our control. Giving them up is in accordance with our ownership policy, CFO Kai Roslakka explains.

Attendo commits to three new construction sites in Imatra.

― We are building 120 care and housing service places. The value of the investment is approximately EUR 15 million. The contract also includes the construction of one service house for people with intellectual disabilities with approximately 15 beds. These projects employ approximately 250 person-years of work, CEO of Attendo Pertti Karjalainen says.

The worst buildings will be demolished by Attendo.

The total value of the deal is a good 21 million euros. Realia Management Oy has assessed the values ​​of the properties. The contract price is in line with the calculation of the external appraiser.

― Thanks to this transaction, the city group's loan amount will decrease significantly. Without the real estate transaction, the potentially unnecessary properties would be expensive for taxpayers, for example in terms of write-downs, the chairman of the Imatra city council Anna Helminen says. 

The deal is significant for Attendo

― For our part, we want to secure the preservation of local services in Imatra in the long term and in good cooperation with the province, Eksoten and the city of Imatra, says Karjalainen.

 Eksoten's leases in force will be transferred to the new owner as such.

Sales are partly boosted by the pending social security and provincial reform. In the future, the province is taking responsibility for organizing, and there is no guarantee for the continuation of lease agreements after the three-year transition period.

― If there is no firestorm, getting rid of old buildings is even more urgent from an economic point of view, Roslakka points out.

The final policy on the trade will be given by the city council, which will meet on Monday, May 28.5. As for Honkaharju, which is owned by the parent city, the council decides directly on the sale. With regard to other properties, the council provides ownership guidance related to the sale to its group companies. 

― The council is now faced with a big and responsible decision, chairman of the council Niina Malm says.

It is a nationally significant solution in terms of its size.

Questions and answers about intentions to sell social security buildings

 Why does Imatra want to do business with social security buildings?

― We have already handed over responsibility for organizing the 2015 social security services. We do not decide how these properties are used. Some of the sales items are already at the end of their useful life. Without sote-it is worth getting rid of them even after the reform.

How does this differ from the arrangements that, for example, small municipalities do?

― Our primary goal is to get rid of the walls. We believe that Imatra is a large enough town where the services will be maintained in any case. There are people and demand here, so services are needed. The interest of private individuals is a sign that the services will be maintained.

Why right now, when sote is not yet sure?

― The sale is made when the buyer and seller reach a mutually satisfactory agreement. Actually, the occurrence of wars has no effect on whether this trade is worth doing. Especially if fire does not occur, getting rid of old buildings is necessary and responsible economic management from the point of view of taxpayers.

Why wasn't the deal tendered?

― According to the Procurement Act, real estate transactions do not require tendering. In preliminary discussions in 2017, it became apparent that Attendo had the opportunity for such a large overall solution. The ideas of the other actors involved in the discussions were conditional on the production of social security services or social security reform. The realized purchase price corresponds well to the real estate's fair value.

Is Imatra trying to undermine Eksote's operations? Is Imatra now collecting raisins from the shortage?

― No way. It's just about buildings in poor condition and giving up their ownership. Each municipality decides the fate of the buildings it owns in its own way and on its own schedule. It is essential that the people of Imatra receive services in high-quality offices.

How does this deal aim to secure social security services in Imatra?

― Since a private operator wants to come to Imatra, it tells about the demand. When competition arises, services will most likely diversify and improve. Attendo has announced that its goal is to provide long-term local services for the people of Imatra.

A question directly for Attendo: Will the sale of Terveystalo and Attendo's health services affect Imatra's property sale?

- Does not affect. From Attendo's point of view, it is essential to provide care services, and through the acquisition of healthcare properties, it is also in our interest to get a service provider for them, even if we do not provide them ourselves. We have understood that Eksote is also willing to provide services to the people of Imatra in the future, says CEO Pertti Karjalainen.
