The South Karelia waste fee tariff is prepared annually and approved by the South Karelia Waste Board. The waste fee tariff provides detailed information on, for example, fees for emptying waste containers, regional collection point fees, the basic waste management fee and the authority fee by municipality. The tariff also stipulates problems in waste management, for example, misuse fees and waste collection. The waste fees included in the tariff are public law, i.e. fees based on law, which are, for example, enforceable without a court decision.
According to the Waste Act (Section 78), a municipality must collect a waste fee for the waste management it organizes, which fully covers all costs incurred by it in performing the task. Waste fees can be found in the municipal waste fee schedule for South Karelia.
The waste fee consists of three different fees:
Basic fee: a fee used to provide, among other things, free waste management services to households at the time of service, such as the collection and processing of useful and hazardous waste. It also covers the costs of developing useful and hazardous waste, investments in the reception network, and the costs of administration, information and advice. The cancellation fee is charged once a year.
Authority fee: a fee that covers the administrative tasks of the waste management authority related to the organization of waste management and the costs incurred. The authority fee is charged once a year.
Property waste transportation fee: a fee charged based on the size and frequency of emptying of the waste container(s) located on the property. The price includes waste transportation and processing.

Regional collection point fee: a fee that entitles properties that do not have property-specific waste transportation to use a regional collection point. Properties located in urban areas must be subject to property-specific waste transportation. The regional collection point fee is charged as a single fee once a year.

Billing
Waste management billing is handled by the waste management company, Etelä-Karjalan Jätehuolto Oy, as the service provider, although the waste board determines the waste fees. The waste company reports on the accumulation and use of waste fees annually.
According to the Waste Act, the person liable to pay has the right to submit a complaint to the municipal waste management authority within 14 days of receiving the waste invoice, which can decide to change the waste fee.
A payment reminder will be sent in writing to the waste management authority and, depending on the decision, a new waste invoice will be sent to the customer if necessary.
