Mansikkala multi-purpose center contract for YIT Talo.

On Monday evening, the Imatra council chose YIT Talo Oy as the implementer of the Mansikkala school center. Architectural firm Perko is responsible for the architectural design of the property.

The choice means that Imatra will build the largest wooden school in Finland, with a usable area of approximately 11 square meters. The investment is implemented as a life-cycle project, which means that the builder is responsible for the maintenance of the property for 000 years.

― Now we get the modern facilities at the same annual costs as the old ones. This is a truly significant jump in quality without a jump in price. During the year-long planning process, we have done a huge amount of work with our own professionals and companies, welfare director Hanna-Kaisa Ellonen is happy.

The new school center will have a bright general appearance and a healthy indoor atmosphere, a multi-purpose property, where, in addition to basic education, activities from baby to adult will be located. The facilities will also be used by the counseling center, early childhood education, high school, labor college, youth services, student welfare and the third sector, i.e. associations.

― The chosen plan best meets the originally set functional requirements. It is space-efficient and the square footage can be modified according to the needs of the users, says Anna Helminen, chairperson of the steering group for school projects and the city board.

The design of the new property has been strongly guided by pedagogy.

― As a result of the planning team's work, a learning environment will be built in Mansikkala that perfectly meets the needs of future learning and well-being. The unified whole of early childhood education, preschool and basic education, and upper secondary education offers a seamless learning path, praises project manager Mari Routti.

In the design, special attention has also been paid to accessibility, control of the sound world, the number and adaptability of teaching spaces, the safety of children of different ages, and the activities in the yard. Although the school is big, there are separate facilities with entrances for different ages.

The city received bids from four companies. The offers were scored based on quality and price. The weighting of both was 50 percent.

The acquisition value of the investment is a maximum of 45 million euros.

The tender was implemented as a competitive negotiation procedure. Negotiations started in the summer of 2017. The tender ended in March. At that time, Imatra decided to take an extra time, because the final result of the competition was leading to a too expensive solution.

As a result of the month's extra time, the costs were able to be calculated when the demolition work was separated from the project into its own project and the costs of the life cycle model were revised. The companies that participated in the contract competition also presented their own cost-efficiency-increasing changes to the plans. In addition, it was decided to move the functions of the labor college from Tainiontalo to Mansikkala, which improved cost efficiency. The most significant impact on the annual costs was the transfer of the investment to the city's own balance sheet and the investment's longer depreciation period than before.

― The benefit obtained with the additional time and new review was several million euros, Helminen states.

The time extension has no effect on the completion of the property. Mansikkala's new school center is scheduled to be commissioned in 2020. Demolition of the old part will start already this spring.

Since it was a decision under the Procurement Act, the matter had to be dealt with in secret both in the city government and in the council.

The plans for the new multi-purpose center will be presented to the future staff of the facilities in workplace meetings in the coming days. The staff will be able to participate in the refinement of the plans on May 4.5. from

Plans will be presented to parents and city residents of the Mansikkala area at an information session on May 2.5. at 18 pm (Sampo auditorium, Koulukatu 5). An invitation will be sent via Wilma tomorrow, Tuesday
