Mandatory composting declaration can now be made.
The notification can be made either electronically through Etelä-Karjalan Jätehuolto Oy's electronic transaction or with a paper form found on the website of the Etelä-Karjalan Jätehuolto Oy. Forms are also available at the municipalities' customer service points.
Notification must be made of all composters in residential and leisure properties where food waste is composted.
—If the household only composts garden waste, there is no need to report. There is also no need to make a notification if the household is included in the separate collection of bio-waste, waste management manager Satu Kokkola says.
For using a joint composter formed by several households, one declaration is sufficient, which can be made by the person responsible for composting. All persons using compost are marked on the form.
The notification is free of charge.

The composting notification must be submitted by the end of 2023. In the future, the information must be updated every five years.
If the household starts composting, the notification must be made within two months of starting composting. You must also inform the authority about stopping composting.
The notification obligation is based on the revised Waste Act. Composting notifications provide information on the amount of biowaste composted by households. The information is used e.g. when evaluating the implementation of recycling in Finland. Information about composting must be in accordance with the waste regulation.
The reporting obligation came into effect at the beginning of 2023. In South Karelia, it was not possible to make the announcement during the beginning of the year due to technical problems.

According to the Waste Act (Section 41 a), the holder of the waste must notify the waste management authority about small-scale processing of bio-waste on the property, i.e. composting in practice. The reporting obligation applies to all residential and leisure properties where bio-waste is composted.
Composting notifications are recorded in the composting register maintained by the waste management authority in accordance with § 143 of the Waste Act. With the help of the register, the monitoring of waste management is improved, and with the help of notifications, it is also possible to ensure the proper handling of bio-waste, so that, for example, rat problems do not increase.
