A lot of different research and investigation work is done in welfare services. In order to avoid overlapping research activities and to strengthen the utilization of the results, it is important that the information of the studies concerning the city's services and personnel is public whenever possible.
A research permit is required for investigations and surveys carried out in the organization of welfare services. A research permit must be applied for all research and development project theses and data requests for statistical data, where identifying and individual information is collected from customers/patients or staff of welfare services. Permission is needed regardless of whether the material is collected from personal registers, by interviewing, by questionnaires or by other methods. However, the collection and use of social and health care customer and patient data is limited to at least Master's theses, in which case it is not possible to collect customer or patient data containing identification and individual data in the theses of universities of applied sciences.
When granting a research permit, the provisions of the Personal Data Act concerning research activities (Section 14) and the guidelines issued by the Data Protection Commissioner regarding research permit activities must be taken into account.
