The board is responsible for the operation of the area of responsibility for the city's cultural and welfare services. The special task of the board is to organize the following educational and welfare services:
- early childhood education
- preschool education
- morning and afternoon activities in accordance with the Basic Education Act
- basic education
- high school education
- student care to the extent that it is not a social and health care service
- youth services
- general cultural services
- library services
- museum services
- theater services
- free educational work and basic art education offered by the city (formerly music college and labor college)
- general and health and special sports services.
Until December 31.12.2024, XNUMX, the board operated as the welfare board.
