The aim of the Imatra master plan is to promote the development of a human-friendly, economic, sustainable and climate change-reducing community structure.
The master plan to be prepared is general in nature, which is reflected in the presentation and accuracy of the plan.
The master plan presents the main purpose of the area, which leaves room for local planning. In urban areas, a local plan is needed for the detailed planning and implementation of the area.
When preparing the Imatra master plan, after it was previously on display, sites of cultural and historical value were reviewed again with the authorities, the Centre for Economic Development, Transport and the Environment of Southeast Finland and the South Karelia Museum.
—After review, some sites have been added to the master plan for protection, such as the Vuoksenniska prayer room and Immola railway station, says the city's planning architect. Sami Tynkkynen.
The planning regulation regarding the Viraskorvi cultural landscape has been revised and simplified.
In the revised master plan, the building stock of Viraskorvi can be renovated, but the appearance of the village should be maintained in its current basic structure and rural appearance.
The snowmobile route near the Viraskorvi cultural environment has been clarified in the master plan based on the comments received.
— The snowmobile route reservation was returned to its current location in the master plan. The route is indicated with a public use designation, so the location can be further specified in more detailed planning, says Tynkkynen.
No changes have been made to the planning solution for Lammassaari.
The current built-up area of Lammassaari has been designated as a service area, which can also be used for housing. Planning architect Tynkkynen reminds that Lammassaari will mainly remain in recreational use.
— The waterfront area is already largely built up. A wide road leads to the area, and parking areas and boat docks have been built there. Any additional construction in the area marked in the master plan will still require a change to the local plan.
The A2 area of the Ukonniemi ridge area has been reduced in the master plan proposal so that it only covers the current construction sites. Otherwise, the ridge in question is an area for sports and recreational services.
Imatra's natural gift of East Siitola forest to be protected area
The city council decided in 2018 to establish a nature reserve in East Siitola as a gift of nature to the city's residents for the city's 70th anniversary.
— The forest has been identified as having nature conservation value. Now, the 13,2-hectare forest area has also been designated as a conservation area in the master plan.
Investment opportunities for companies
The master plan has sought to concretize investment opportunities for business by indicating ready-made locations where new companies can locate.
In connection with the master plan, potential studies have been conducted for the hydrogen industry and solar power, the aim of which is to enable the location of new forms of energy and new types of green transition project complexes in the Imatra area.
For example, the change in the geopolitical situation has significantly affected the development prospects of the Pelkola area. The master plan envisages the area being developed more for the needs of heavy industry rather than border traffic and logistics. The area is currently being prepared for a town plan.
