A written report in accordance with Section 118 of the Environmental Protection Act must be submitted to the municipality's environmental protection authority for temporary activities or events that cause particularly disturbing noise or vibration. Such noisy activities include, for example, construction or a public event, if there is reason to assume that the noise or vibration will be particularly disturbing.
The notification must be made well in advance of starting the activity, but no later than 30 days before starting the activity.

The environmental protection authority checks the notification and makes a decision on it. In its decision, the environmental protection authority, after consulting the operator, can issue the necessary regulations to prevent noise nuisance, or, if the nuisance cannot be prevented otherwise, the operation can be banned completely. If the activity causing noise or vibration or its effects extend to the territory of several municipalities, the notification is made to the Center for Business, Transport and the Environment of Southeast Finland.
