Chemical warehouses must be locked and the chemicals must not pose a danger to the environment. Special care must be taken when handling chemicals in groundwater areas. Chemical drums should not be stored anywhere in underground storage areas due to the risk of soil contamination. Regulations on the storage of chemicals have been issued in the municipal environmental protection regulations.
Environmental protection regulations
The South Karelia Rescue Service supervises the minor industrial processing and storage of dangerous chemicals, as well as storage, which must be reported to the South Karelia Rescue Service. Municipal and state environmental protection authorities supervise the use of chemicals, e.g. with inspections related to environmental permits.

The large-scale industrial processing and storage of chemicals is supervised by the Finnish Safety and Chemicals Agency (Tukes), which grants permits for operations, inspects facilities and safety reports, and processes accident reports. The classification, labeling and packaging of chemicals is regulated by the EU's CLP regulation.
