An environmental permit must be applied for in accordance with the Environmental Protection Act and Regulation for certain activities. The environmental permit obligation is determined by the Environmental Protection Act (527/2014) 27 §, or according to the table in Appendix 1 of the Environmental Protection Act. When both a soil permit and an environmental permit (excavation and crushing) are needed in the same destination, they are treated as one permit. The environmental permit application is processed either by the municipality's environmental protection authority or the state's regional administration authority (Southern Finland AVI). The environmental board of the Imatra region acts as the environmental protection authority for Imatra, Parikkala, Rautjärvi and Ruokolahti.
Some activities that cause the risk of environmental pollution must be made an environmental protection act 116 §notification to the municipality's environmental protection authority for registration in the environmental protection information system. These activities listed in Annex 2 of the Environmental Protection Act include, for example, the majority of fuel distribution stations, energy production plants, asphalt stations and concrete stations.
With the change in the Environmental Protection Act 1.2.2019 some of the activities that previously required an environmental permit were transferred to the Environmental Protection Act 115a §to the notification-based operation - procedure. These activities listed in Appendix 4 of the Environmental Protection Act include, for example, animal shelters and small outdoor shooting ranges. These notifications are processed by the municipality's environmental protection authority.
Temporary activities or events that cause particularly disturbing noise or vibration must be reported to the municipality's environmental protection authority at least 30 days before the event.
Permit applications and notifications are sent to: Imatran seudun ympäristöviranomainen, Virastokatu 2, 55100 Imatra or by email ymparistotoimiimatra.fi. The permit application must be accompanied by:
- valid permits related to the project and information on other pending permit applications
- an up-to-date map (e.g. base map) of the location of the functions and the area of influence
- site plan showing the locations of the most important processes and emission targets
- land ownership information (landowner's permit)
- a process diagram showing unit processes and emission sources
And case by case:
- a report prepared on the handling and storage of dangerous chemicals to investigate the risk of a major accident
- environmental impact assessment report, contact authorities' statement and assessment in accordance with the Nature Conservation Act
It must be attached to the notification form
- location map, station drawing, floor plans, section drawings
- a numbered list of neighbors, with address and property information within a radius of 600 meters from the animal shelter and a property map
- a copy of the last environmental permit or other environmental protection decision
- wastewater plan
- animal protection tables form 6045 a and deviation from the minimum distance form 6045 b
Permit applications and announcements are announced after the application/announcement has been accepted for processing on the website of the Imatra regional environmental agency (announcements) and, if necessary, also in the local newspaper. The parties involved will be informed about the application or notification personally, and they will have the opportunity to submit reminders before the decision. Citizens other than the parties involved also have the opportunity to express their opinion before the decision. The decision will be announced on the website of the Imatra regional environmental agency and, if necessary, in the newspaper. The processing of environmental permits and notifications is subject to a fee according to the tax of the Imatra regional environmental protection authority.
