Health Protection Act 763/1994 According to It can be distributed through a distribution network, in tanks, bottles or containers. The water used by food companies for the production, processing, storage and marketing of food is also household water. Household water is not the kind of water that is used only for laundry, washing, cleaning or other similar purposes. Domestic water is also not considered water that is used, for example, for watering vegetables, washing livestock or watering domestic and farm animals. Heated tap water should not be used as household water, but is intended for washing water. Metals from the network and water fixtures dissolve more easily in warm tap water. Lake or river water should also not be used untreated as drinking water.
The term "plant supplying domestic water" refers to the Health Protection Act 16 §, an operator that delivers household water in the distribution network. The facility supplying domestic water can be owned by cities or municipalities, or e.g. a water supply cooperative. The facility supplying domestic water must apply for approval from the health protection authority of the area no later than 3 months before the planned start of operations. In practice, it would be best to contact the health protection authority as early as possible.
The environmental department of the Imatra region supervises the water facilities in its area and the domestic water distributed by them. Domestic water control is defined in the Health Protection Act and Regulation. In addition, the Ministry of Social Affairs and Health has issued two regulations on domestic water quality requirements and control studies. For larger water plants, that is, at least 10 m3 per day or for installations that supply water for the needs of at least 50 people, STM's regulation applies 1352/2015. STM's regulation applies to smaller plants and individual domestic water wells 401/2001.
The Health Protection Act obliges the institution supplying domestic water to self-monitor and to assess and manage risks affecting the health quality of water based on monitoring the quality of domestic water. The risk assessment must be done in cooperation between the operators and the authorities. In order to guarantee safe household water, a program of measures (WSP, Water Safety Plan) has been drawn up under the leadership of the Ministry of Social Affairs and Health. The purpose of the program is to identify all risks related to the operating environment of water production and the water production chain, and to manage risks in order to secure the quality of domestic water.
Water utilities and the health protection authority have jointly drawn up plant-specific control research programs for domestic water plants, according to which domestic water is monitored. In addition to the requirements of legislation, the surveillance research programs take into account the special characteristics of each institution, and the programs are updated at least every five years.

The Ministry of Social Affairs and Health has issued a housing health regulation, which instructs e.g. hot water temperature. The temperature of the hot tap water obtained from the hot water system must be at least + 50 ºC and the water obtained from the water fixture may be no more + 65 ºC. If the resident notices changes in the water temperature, it is a good idea to contact the building company's property manager. Instructions regarding hot domestic water can be found e.g. the decree of the Ministry of Social Affairs and Health on the health conditions of the apartment and other living spaces and the qualification requirements of external experts, and the decree of the Ministry of the Environment on the water and sewage systems of buildings.
