The goal is to change the site plan in such a way as to enable the construction of a carbon-neutral business park and versatile business activities in the area, as well as to secure existing business activities.
Processing steps:
The site plan change has been initiated by Mitra Imatra Rakennuttaja Oy, which is dated 19.9.2018 September 8.1.2018. The area is also targeted by Rakennusvirta Oy's initiative dated January XNUMX, XNUMX.
The plan has been announced to start on February 17.2.2019, 17.2.2019. The participation and evaluation plan (OAS) has been made available for viewing on February 18.3.2019, 26.4.2019. The planning material was publicly available from 21.3.2019 March 26.4.2019 to 8.1.2019 April 19. The project was presented to the participants on March 30, 36. Feedback on the draft plan was requested by April XNUMX, XNUMX. The plan draft, which was dated January XNUMX, XNUMX, included blocks XNUMX, XNUMX and XNUMX and the street area. After the consultation of the draft stage, the draft site plan was revised and the planning area was expanded based on the opinions and statements received.
The industrial plot of Rakennusvirta Oy and block 35 on the north side of Taidonkatu were included in the site plan change. The interim draft was dated April 8.4.2019, 8.4.2019. An announcement about the change was sent by letter on April 16, 1 to the owners of the expanded area and properties bordering the area (XNUMX private individuals, XNUMX field tenant).

The area of the plan change area is approximately 36,5 hectares and it is mainly owned by the city of Imatra.
The main uses of the current site plan 1056 have been unified in such a way as to enable the construction of a carbon-neutral business park for the needs of technology companies and international industry.
Blocks 19, 30 and 36 and part of block 35 have been marked as a block area for industry and warehouse buildings, where the environment places special demands on the quality of operations (TY-11). Industrial and storage buildings that do not cause environmental disturbances or their combinations may be built in the area. In addition to industrial, production and storage facilities, exhibition, training, exercise, maintenance and transport facilities, shop space related to production and buildings serving wholesale trade may be placed in the area. In addition, premises referred to in Section 71 d of the Land Use and Construction Act may be placed in the area, which form a concentration of stores comparable in effect to a large retail unit. The nature of the service's activities must be compatible with other activities. The core goal of implementing the area should be sustainable development and carbon neutrality in, for example, energy production.
The activities in the area must not cause harm to health, and the settlement according to the site plan must not cause unreasonable harm in the form of smell, smoke, dust, soot and gases. The external noise level caused by the settlement must not exceed the guideline value for the active noise level of 7.00 dB L(Aeq) outside between 22.00:55 and 22.00:7.00 and the night guideline value of 50 dB L(Aeq) between XNUMX:XNUMX and XNUMX:XNUMX.
Block 37 is marked as a block area for industrial and warehouse buildings (T-11). Activities on the site must not cause health harm, and the settlement according to the site plan must not cause unreasonable harm in the form of odor, smoke, dust, soot and gases. The external noise level caused by the settlement must not exceed the guideline value for the active noise level of 7.00 dB L(Aeq) outside between 22.00:55 and 22.00:7.00 and the night guideline value of 50 dB L(Aeq) between XNUMX:XNUMX and XNUMX:XNUMX.
In block 35, there is a plot of small houses marked as a block area for detached small houses (AO-6), with a floor area of no more than 250 m2. A maximum of 1/3 of the realized floor area may be used for business activities that do not cause noise, vibration or air pollution in the environment.
Changes in the corrected proposal (KH 26.8):
After the plan proposal was available for viewing, minor corrections were made to the plan. In the formula explanation, the additions are written in dark blue and the replaced texts are crossed out. The changes made are as follows:
Lappeenranta's corrected preliminary Korvenkylä partial master plan 3.6.2019 proposal dated June 2030, 16.1.2017 has been taken into account. The commercial services areas (KM-10) and office building areas (KTY-1) near the municipal border of the proposal dated January XNUMX, XNUMX have been changed into corresponding reserve areas.
Noise regulations have been clarified: from the T-11 and TY-11 block areas the external noise level caused by residential areas and recreation areas must not exceed the guideline value for the active level of noise 7.00 dB L(Aeq) outside between 22.00:55 and 22.00:7.00 and the night guideline value between 45:XNUMX and XNUMX:XNUMX XNUMX dB L(Aeq).
Added to the general regulations: The nature values of block 35 must be determined before the building permit is granted.
