Instructions and steps for electronic transactions

A construction project can be prepared from start to finish in the Lupapiste service in cooperation between the developer, designers and the authority. You can also leave an electronic advice request in the service.

The stages of electronic transactions

• Decisions on permit applications submitted electronically are made in accordance with building permit processing.
• The electronic service is registered using bank credentials. You will create your own username and password for the service.
• All owners of the construction site must be registered as participants in the construction project (equivalent to a signature) or, alternatively, a power of attorney can be attached to the service.
• The permit applicant authorizes designers and other professionals to participate in the completion and monitoring of the construction project's permit application in the electronic service.
• The designer can also start filling out the permit application and authorize the permit applicants to be parties to the so-called to sign the application.
• The Parties section shows all those called as authorized representatives.
• If it says "authorization invited" after the person's name, the person has not yet registered as a party to the project.
• All owners of the construction site are always recorded under the permit applicant.
• The main designer of the construction project is the person who, as a rule, fills in the information of the construction project into the service and checks their correctness. The designer attaches the necessary plans to the service. The plans are attached as archiveable pdf documents, stored in reading direction, and each plan attachment is a separate file.
• The files should be named descriptively of the content. The right file type is selected from the menu when saving. The name page of the plan may only contain name information, so that there is room for the authority's stamps. The plans must have the signatures of the designer. Paper RH forms do not need to be filled out in electronic transactions.
• Permit handlers comment on the application and request the necessary additional information in the discussion thread. Requested statements, which may contain obligations or clarification requests related to the building permit, are attached to the Statements section.
• When the permit documents are ready for decision-making, the information is transferred to the building control software. In the building control software, a permit decision is prepared, which is published in the permit point "decision" - in the point after the decision is issued.
• The documents processed at the Lupa pointe are stamped and the decision is visible at the Lupapiste on Tuesday of the following week.
