The Municipal Act obliges municipalities and municipal associations to report the affiliations of trustees and senior office holders in the public information network.
The Local Government Act stipulates trustees and office holders who must submit a commitment declaration on management positions and positions of trust in businesses and other communities, significant wealth and other commitments that may be relevant in the performance of a position of trust or official position.
In the group guidelines approved by the Imatra city council, it is stipulated that board members and CEOs of subsidiaries also declare their affiliations. In addition, the city council has decided that members of the council and boards have the option of a voluntary notification procedure.
The starting point is that the reporting party itself is responsible for making the affiliation notification. The announcement must be made within two months of being selected for the position.
In connection with its supervisory duty, the Audit Board has the possibility to call on the reporting party to make a new report or supplement an already submitted report. The supplementary request procedure can be started if the audit committee becomes aware of affiliations that have not been reported.
The notification of commitment does not remove the obligation to notify of disability in municipal decision-making. Obstacles are resolved on a case-by-case basis in accordance with the regulations of the Municipal Act and the Administrative Act. The Federation of Municipalities has given instructions on affiliation notices and the register.
The information is published on the city's website, unless the regulations on confidentiality dictate otherwise. The audit committee notifies the city council of the affiliation notices once a year.
