

A plot planned with plot division is formed into a buildable plot by subdividing.
Subdivision of the plot is done either at the request of the land owner or, if the area sold is the area of the plot according to the division of the plot, the subdivision starts without a separate application after the land survey has been notified to the land registrar of the city of Imatra from the lease issued for the area. If the area sold does not, as such, correspond to the area of the plot planned in the plot division, subdivision cannot be done until the owner of the area has acquired ownership of the entire area of the plot and the Land Survey has issued a legal tender for all areas. In areas outside the station plan, subdivision is requested from the land surveying office.
The division of tasks between the land surveying institute and the municipality is determined by the site plan. Plots according to the site plan are divided by the city and the premises by the land surveying institute. The Land Surveying Office also makes subdivisions in the area of the waterfront site plan.
Blocking is done by the delivery engineer. Before the delivery meeting, the city's measurement team visits the plot and inspects the plot's old boundary markers and builds new ones in place of the missing ones and measures the new boundary markers to show the boundaries of the plot. At the same time as the field work, the delivery engineer sends invitation letters to all parties involved in the block delivery meeting. Letters must be mailed at least 10 days before the meeting.
At the meeting, the plot area data, real estate boundaries (old and new), state the encumbrances and rights in the plot area. In addition, new encumbrances can be established at the meeting as well as old encumbrances can be moved and removed. There could be encumbrances, for example, when a neighboring property gets a parking space in the area of the plot or the city has the right to maintain a water pipe in the area of the plot. The delivery engineer makes minutes of the issues discussed at the meeting and a plot map of the plot area.
The interested parties have a 30-day appeal period after the meeting. The new plot will be registered in the real estate register after the appeal period has ended. The owner of the new plot will be sent a real estate register extract, copies of the minutes and the map when the plot is registered in the land register,
Subdividing the plot, if there has not been an appeal to the Land Court, takes about 2-4 months from the application to the registration of the plot.
The costs of subdividing the plot are paid by the subdividing applicant. The fee for splitting is determined by the area of the plot. In addition to that, a separate price according to the real estate delivery tax is charged for other measures performed in connection with plot subdivision, such as the establishment of an encumbrance.
Delivery can be applied for electronically using data from the national real estate register (the service is provided by the National Land Survey). In this case, the application will be forwarded to the body that keeps the real estate register in the area (municipality or Land Survey Office). After sending the application, you will receive the application information to the e-mail address you provided. No other measures are required, but the next contact will be made by the party performing the delivery.
The pricing is determined according to the price list of the entity providing the service (MML or municipality).

The city of Imatra has decided to transfer the property registry to the Land Survey Office (city council 11.10.2021 § 115).
The transfer will take place at the turn of 2022-2023, after which all real estate deliveries in the Imatra area, e.g. subdivisions, border crossings and burden deliveries are carried out by the Land Surveying Office.
