During the fall of 2019, Imatra's general plan 2040 was compiled guiding set of objectives: what kind of Imatra are we aiming for?

Some of the goals are regional and they are related to the valid provincial plan, which is the plan level that guides general planning. The most significant part of the goals are the city of Imatra's own goals for planning. Many of these goals are based on Imatra's strategy and its accompanying documents, such as the environmental guidelines and climate strategy.

By topic, the general plan's objectives can be compiled under the following headings: population development, image; regional and community structure, central network, transport system, housing and services and business life.

Along with the goals, a structural model and a preliminary master plan were prepared in the fall of 2019, which are part of the master plan preparation phase and serve as a basis for the preparation of the actual master plan.

The idea of ​​the structural model phase is to explore different ways of realizing the goals set for the planning at the level of the community structure: What are the areas like? How should they be developed? What are the options for regional development? The goal has been that all the key questions related to the development of Imatra are presented in at least one structural model. In Imatra, two structural models were originally drawn up, where the main variables were the development of the settlement structure (densification, expansion; downtown living, housing based on other attractive locations such as beaches and islands) and the public transport system supporting the development areas and its emphasis. The best aspects of the models were combined and the review was continued based on the selected model. Combination model effects was evaluated in relation to the goals set in the master plan.

The objectives of the general plan, the content of the structural model and the evaluation of its effects were discussed in the city council on 16.12.2019 December 2020. The city government gave the green light for planning to continue to the next stage, where a structural model will be prepared in the spring of XNUMX, covering all the planning themes pattern frame. As stated above, the structural framework work has already partially started, but the phase will continue at least until spring 2020. The preliminary plan framework is being refined, after which the preparatory material will be presented to the municipalities and other participants, estimated during March. In the master plan phase, attention is paid not only to regional and community structure and the transport system, but also to e.g. to business areas, the green system and the mild and rural areas surrounding the city. The plan framework forms a comprehensive, holistic picture of the main design solution as the basis for the plan draft.
