Three new companies are coming to the Pelkola terminal area

The infrastructure of the Pelkola terminal is being transferred to the ownership of a joint venture to be established by the City of Imatra and North Rail Oy. The buildings in the area are being acquired by two other private owners.

Pelkola's development as a center of renewable industry is continuing. 

Two new companies are locating in the Pelkola terminal area, as Kymen Veturipalvelu Oy and Konepeikkko Oy have purchased two office and warehouse buildings and a hall located in the area. 

The infrastructure in the area, including a 7,2-kilometer rail network, is being transferred to the ownership of a new company, Pelkolan Raiteet Oy. The rail company is founded by North Rail Oy, part of the Nurminen Logistics Group, and the City of Imatra.  

Currently, the 28-hectare land area is owned entirely by the city, which has leased it to Pelkolan Terminaali Oy. The buildings located in the area are currently owned by Pelkolan Terminaali Oy.  

The land will continue to be owned by the city. 

The aim is to strengthen Pelkola's development in the future 

The city of Imatra has been developing the Pelkola area purposefully. Industry and town plan update is underway.  

—Last year we signed regional reservation agreements Norsk-e-Fuel ja Freija with, and the city's will is to continue the growth of the area, the mayor Matias Hilden says. 

As a result of the decrease in Russian border traffic, Pelkolan Terminaali Oy, currently operating in the area, has been unable to pay the city the land rents it agreed to. The company has expressed its intention to abandon the area.  

—Negotiations about the future of the terminal area have been ongoing for a long time with both companies and financiers. It is particularly great that we have gained a significant railway logistics player as a partner in the development of the area, says Hilden.  

City to capitalize new company with 196,000 euros 

The new company, Pelkolan Raiteet Oy, requires a capitalization of 400,000 euros to be implemented.  

To the meeting on Monday, January 12, 2026 to the city council It is proposed that the city would participate in the capitalization with 196,000 euros. North Rail Oy's share of the capital ownership would be 204,000 euros. The city would own 49% of the company and North Rail Oy 51%. North Rail Oy would be responsible for the company's operational activities. 

The city and Pelkolan Raiteet Oy, in turn, would sign a new land lease agreement for 25 hectares of land. The lease term would continue until 2055 and the annual rent at the start of the agreement would be 45,000 euros.  

3 hectares of the area are intended to be leased to the new owners of the buildings under separate agreements. 

As a shareholder in the company, the city must be prepared to finance a new rail company later if necessary, if the company's business is not profitable. In the initial phase, the most significant fixed cost is the land rent paid to the city. 

The establishment of Pelkolan Raiteet Oy, the capitalization of the company, the deed of sale, and the land lease agreement with the company will be finally approved by the city council.
