The City of Imatra is launching a preliminary study on the outsourcing of regional maintenance and regional construction functions.
The preliminary study examines the conditions under which regional maintenance and construction work could be outsourced. The functions are currently being handled by Imatran Kiinteistö- ja aluepalvelu Oy (Kipa).

Starting a preliminary investigation also requires a decision from the city council.
Personnel would be transferred on a business transfer basis
The preliminary study examines an operating model in which the functions of regional maintenance and regional construction would be put out to tender and an external contractor would be responsible for them in the future. Kipa's personnel would be transferred to the service of either a new service provider or other parts of the city group on a transfer of business principle.
The goal is to streamline the group's operations.
—A similar model is in use in Varkaus, and the cost level of the latest tender there was significantly lower than the cost level in Imatra. Outsourcing therefore also has the potential to strengthen the city's finances. However, sufficient time must be allocated for preparation, the mayor said. Matias Hilden says.
The preliminary study is scheduled to be completed by the end of August 2026. The decision on outsourcing will be made after that.
If outsourcing is decided upon, preparation for the tender will begin after the decision is made.
—It would be realistic for operations to be transferred to a contractor no earlier than autumn 2028, Hilden states.
The investigation is a continuation of the group restructuring
The city has continued to reform the corporate structure as per the council's decision. in accordance with the decision.

During the autumn, the possibility of combining the operations of Imatra Water and Imatra Heat was also investigated. As a result of the work, it has been concluded that it is not sensible to make structural arrangements at this stage. Instead, the focus will be on increasing cooperation.
In addition, options for organizing the city's service production properties have been examined. This work will be continued later, if necessary, after the changes now proposed have been implemented.
